CLIMMAR position on the Post-2027 CAP

CLIMMAR has published its Position Paper on the Post-2027 Common Agricultural Policy (CAP), setting out key recommendations to ensure that Europe’s agricultural transition is supported by strong dealer networks, modern machinery and effective financing tools.
As the voice of European agricultural machinery dealers and repairers, CLIMMAR underlines that the future CAP must not only promote innovation, sustainability and digitalisation, but also ensure their practical implementation on farms. Dealers play a central role in connecting manufacturers and farmers by providing access to advanced machinery, technical expertise, digital support and long-term service.
The paper highlights the significant investment gap facing the agricultural sector and calls for accessible and flexible financing instruments, such as leasing and shared machinery schemes, to help farms modernise. In view of possible changes to direct payments, CLIMMAR stresses that future rules must reflect the structural diversity of European agriculture and safeguard competitiveness.
Generational renewal is another key priority. With a growing age gap in the sector, CLIMMAR emphasises the need for strong and well-financed modernisation tools, improved access to capital for young farmers and better digital infrastructure in rural areas.
The position paper also stresses the importance of digitalisation and smart technologies, underlining that successful uptake depends on training, interoperability and fair access to machinery data. In addition, CLIMMAR calls for CAP support for renewable fuels, low-carbon machinery and rural energy solutions to help farmers meet climate and energy objectives.
Finally, CLIMMAR advocates for a harmonised CAP implementation across Member States to ensure a level playing field and equitable access to modernisation support.
